The Ministry of Environment, Forests and Climate Change notified an amendment to the PWM Rules on 16 February 2022, under which producers, importers, brand owners (PIBOs) and plastic waste processors must comply with Extended Producer Responsibility as per the guidelines in Schedule II of the PWM Rules.

- Producer, importer and brand owner (PIBO) — registration for plastic waste management on the centralized CPCB EPR portal
- Plastic waste processors engaged in recycling, waste to energy, waste to oil, and industrial composting
CPCB or State Board
- PIBOs operating in one or two states or UTs register with the concerned State Pollution Control Board (SPCB/PCC)
- PIBOs operating in more than two states or UTs register with CPCB
